One programme, clearly bounded

The Nomad Residence Permit lets third-country nationals live in Malta while continuing to work remotely for an employer, company or clients based outside Malta. It is administered by the Residency Malta Agency.

Two boundaries define it. You cannot work for Maltese employers or companies while you hold it, and the programme has a maximum total duration. Official guidance is also explicit that it does not lead to permanent or long-term residence, or to citizenship. That is not a drawback if a defined period in the EU is what you want — but it is the wrong route if settling is the goal.
