Four separate things, often confused for each other

None of these is residency, and none of them grants it. They are identifiers and registrations issued by four different Portuguese bodies for four different purposes, and holding one tells you nothing about whether you hold or need another. That sounds obvious written down; it is the single most common misunderstanding we correct.

They also do not all apply to everybody. A NIF is needed by almost anyone who deals with Portugal financially, including people who never move there. A NISS matters when work or contributions begin. SNS registration follows from being resident. A bank account is often practically necessary and occasionally not required at all. Which of the four you need is a question about your circumstances, not a package.

The order, and why we will not sell you a chain

The one thing that is close to universal is that the NIF comes early. Portuguese banks generally want it before opening an account, and it is commonly needed before other steps can move. Beyond that, the sequence is genuinely personal.

A retiree moving on pension income may need a NIF and a bank account and nothing else for a long while. Someone taking up self-employment in Portugal is on a different path where social security registration arrives early and matters a lot. Someone still in the UAE preparing a residence application may need only the NIF at this stage, with everything else waiting until after arrival.
