The order things happen in, and why it matters.

Most of the difficulty in a Portugal move is not any single step. It is that several of them depend on earlier ones, and doing them out of order means waiting twice. This is how the pieces relate — with the caveat that the exact sequence depends on your pathway and your circumstances.

The dependencies, not a fixed schedule

What follows is a common sequence, not a universal one. Depending on your pathway, your timing, and whether you are applying before or after arrival, steps move around and some do not apply to you at all.

What does hold generally is the shape of the dependencies: a Portuguese tax number gates most of what follows, banking commonly needs it, and the registrations that come after arrival need an address and a settled residency position.

A common sequence

How the steps usually stack.

Depending on your situation, some of these run in parallel and some will not apply. The dependencies are the durable part.

  1. Settle the pathway

  2. Portuguese tax number (NIF)

    The step almost everything else waits on. Obtainable before you move, usually through a fiscal representative if you are not yet resident. Start it early — it is the cheapest bottleneck to clear.

  3. Bank account

    Commonly relevant to a residency application and to daily life after the move. Banks generally require the NIF first, and practice on what a non-resident can open remotely differs between them.

  4. Accommodation arrangements

    A residency application generally involves showing where you will live. Signing anything in Portugal typically needs the NIF, which is why it sits after it.

  5. Personal documents and attestation

    You

    Criminal record certificate, civil documents, income evidence — plus translation and attestation where required. These have external queues, so start them in parallel rather than after the NIF.

  6. Consulate submission

    Authority

    The application is lodged in person at the Portuguese consular post covering your country of residence. Appointment availability is the second scheduling constraint in the process.

  7. Arrival

    You

    An approved application gives you an entry visa, not residency. Plan arrival around being able to attend what comes next.

  8. Residence permit appointment

    Authority

    Held with the Portuguese immigration authority after you arrive, converting the entry visa into a residence permit. This is the step that makes you resident.

  9. Social security (NISS)

    Generally becomes relevant once you are working or self-employed in Portugal, rather than automatically on arrival. Whether and when it applies depends on what you will be doing.

  10. Health service registration (SNS)

    Handled locally at the health centre covering your address, which is why it comes after you have one. Registration and entitlement are decided by the health authority.

What you can start immediately

Three things have external queues nobody controls, and all three can begin before your route is finally settled: the tax number, the criminal record certificate and its attestation, and gathering original civil documents.

The last one deserves emphasis. Birth certificates, marriage certificates and qualification documents are far harder to obtain once you have left the country that issued them. Collect them while collecting them is easy.
