What the SNS is
The Serviço Nacional de Saúde is Portugal's public healthcare system. Registration generally connects you to a local health centre — the centro de saúde covering your address — which then acts as your primary point of contact for public healthcare.

Two things generally matter: your residency status, and where you actually live. Because registration is organised around your local health centre, your address is not incidental to the process — it determines where you register.
This is why SNS registration typically comes after other steps rather than before. You generally need somewhere established to live and a settled residency position before there is anything to register.

Registering as a family
Families commonly register together, though each person generally needs their own residency documentation and evidence of the shared address. Where children are involved, documentation of the parental relationship is usually part of the set.
Private insurance alongside the SNS
Many residents keep private health insurance in addition to SNS access, particularly in the first period after arriving while registration is being arranged. Whether that makes sense for you is a personal decision that depends on your circumstances, your family, and your tolerance for waiting on non-urgent care. It is worth deciding deliberately rather than defaulting either way.
Note also that travel or relocation insurance held during a residency application is a separate matter from SNS registration, and one does not substitute for the other.
Where it sits in the sequence
For most people the order runs: NIF first, residency route next, then arrival and an address, then SNS registration and — where you are working — a NISS. The exact sequence depends on your route and circumstances.
